Abdelkader Djeflat was appointed full Professor in Economics at the University of Oran in Algeria in 1992 where he held the position of Dean of the Faculty of Economics. He was also researcher and member of the Scientific Board of the Centre of Applied Economics for Development (CREAD) in Algeria. He works currently at the university of Lille in France, where he teaches industrial and development economics and is Director of the Master on International Cooperation and Senior Fellow researcher at the Clerse Laboratory (CNRS). He is founder and current Chairman of the Maghreb Technology Network (Maghtech.org). He is former member of the Scientific Committee of Globelics and held the position of Vice President. He is currently member of the Constitution Committee of Globelics and member of the Africalics Scientific Board. He was principal consultant and member of the ad hoc Committee on knowledge based economy of the National Economic and Social Council (CNES) of Algeria. He was also involved in the evaluation of the National Innovation System of Algeria and contributed to the design of the new one. He has been one of the principal consultants for the World Bank Institute since 2002 on the issue of knowledge based economy and Innovation policy for the MENA region. He also did extensive consultancy for various international organisations: Unesco, the United Nations Commission for Western Asia (ESCWA) and the economic commission for Africa (ECA), UNDP, and the European Commission. He has written and edited several books and published several articles in various international journals. He holds a PhD from the University of Bath in United Kingdom since 1982.
